ON FRENCH INDO-CHINA

SHANGHAI, Sept. 19. It is authoritatively stated that new Japanese demands from Hanoi are in the form of an ultimatum, which it is believed, will expire on Sunday. The demands are thought to deal mainly with the.granting of permanent naval and air bases.

The Japanese evacuation began this morning. The French Governor (Admiral Decoux) is making available every facility, “although there is no reason for evacuation.”

At midnight the situation was considered critical, since the members of the Japanese mission had announced they were leaving. General Nishihara made a farewell call on Admiral Decoux. \ ,• ■. --- - .
