RUMANIAN REGIME.
ANTON ESCU AS LEADER
(Rec. 1 p.m.) BUCHAREST, Sept. 19. It is reliably reported that 400 lorries intending to collect German nationals in Bessarabia were refused permission to enter Soviet territory. The Russian officials declared that they themselves would bring the refugees to the frontier. The Rumanian police have ordered twelve British teachers to leave the country within a fortnight. The Diplomatic. Corps have been informed that General Antonescn is taking the title of Conducator (Leader).
