WAR POLICY AMENDED. (Rec. 12.45 p.m.) BOMBAY, Sept. 15. The executive of Congress has passed a resolution withdrawing the conditional offer to co-operate with Britain in the prosecution ol the uai. It m vited Mr Gandhi to resume the leadership of Congress. .. Mr Gandhi later told the All-India Congress Committee that he bad ieeeived an invitation to interview tna Viceroy. Jf an agreement were not reached on the constitutional position he would seek freedom to carry on a strictly non-violent campaign against India’s participation in the war He added: “I feel that even the fall of London or England would not mean the defeat of the British people.
