FRIENDSHIP WITH INDIES.

JAPAN’S POLICY. (Rec. 12.30 p.m.) TOKIO, Sept. 12. The Foreign Office has decided to appoint Mr itaro lshi (former Minister to the Netherlands) as Ambassador to Brazil, replacing Mr Kmvashima. A message from Batavia says Mr Kobayaslii said Japan attached tho greatest importance to friendship with the Dutch Indies.

“The aim of my mission,” he said, “is to promote closer economic ties between our countries on the solid foundation of iriendship. The Dutch Indies are endowed with exceedingly rich natural resources and extensive fertile fields, while Japan is highly industrialised, exporting manufactured goods, for which reason Japan has placed great expectations on the Dutch Indies’ resources.

“I strongly desire to contribute in the Far Eastern sphere towards world stability and the welfare of the people in a spirit of mutual assistance and sympathetic understanding.”

A Tokio message on August 23 stated : “The Nichi Nichi Shimbun says the dispatch of Mr Kobayashi shows that Japan's determination to enforce her southward policy is stronger than ever.’’ It was also reported that the United States Government had dispatched a representative of tho Standard Gil Company fromManila to Batavia, for the purpose of 'exercising a restraining influence on the forthcoming negotiations.
