to instal a new pump. The Mayor said the complaints were not regarding ““ health, bat about the noise, and lie was emphatically opposed to the expenditure of £l6O on a new pump at the present time. There had been no evidence submitted that the pump was a menace to the health of the people. Mr. Hay explained the working of the pump, which was practically worn out. The Mayor said the pump serviced only six houses, and while he appreciated that these residents had a grievance, lie thought that the matter should be attended to in next year’s estimates. Cr. Burne asked what the maintenance cost of the present pump amounted to, and the engineer stated that an employee was engaged permanently daily to attend to the pump. It was moved that the question pf renewing the pump be deferred till next year’s estimates were being framed. Following a statement by the treasurer concerning the extraordinary expenditure to be met during the present financial year the motion was put and carried, Crs. Dewe, Smith, Burne and Guy voting against it. The Mayor said he did not want the councillors or the residents to think that he was hostile to the recommendation, but he had a duty to the ratepayers to keep the finances in order and it was not desirable that the estimates be exceeded. Already the expenditure to date was £6OO in excess of expectations, due in part to the purchase of the crusher plant, which it was hoped would later pay for itself. Indications were that the estimated amount of receipts would not be reached.
