SOVIET PROTEST.

CHARGES AGAINST LITHUANIA. MOSCOW, May 29. The Foreign Minister (M. Molotov) lias forwarded a Note accusing the Lithuanian Government of conniving at the kidnapping and torturing of Russian solders from the Soviet garrisons in Lithuania. He demands that these provocations cease immediately, otherwise the Soviet will be compelled to take other steps. Received May 31, 9.15 a.m. . KAUNAS (Lithuania), May 31. Replying to the Soviet protest the Lithuanian Government says, it has appointed a special commission of inquiry. Any persons responsible will ho punished.
