JAPANESE CONCERN. TOIvIO. May 16. Rear-Admiral Kanazawa said the United States Navy’s 11 per cent, expansion plan was open to the criticism that it was for offensive purposes. He assailed as untenable the Senate Naval Affairs Committee’s argument that an impregnable fleet was necessary to avoid war with Japan. If the United States kent building a' larger navy, Japan must cope with it accordingly. Admiral Kanazawa scoffed at the question of American naval expansion for preparedness against Germany because of the latest developments. He added that Germany hadn’t any navy. Admiral Kanazawa declared that Japan was still deeply concerned over the East Indies, because there remained the question whether the various Powers would actually adhere to their assurances' to respect the status quo. He added that one important consideration was that the islands were one of. Japan’s major sources of petroleum.
