ITALY AND JAPAN. POSSIBLE IMPLICATIONS. MONTREAL, May 14. The Shanghai correspondent of‘ the. New York Times says: While there is no announcement officially, it is be lieved Italy and Japan have concluded important trade, political and cultural agreements, the negotiations lor which originated from Japan. An early announcement of an ltalian-Jap-anese naval pact u'ould not surprise foreign observers who interpret the closer relations as an indication that Italy and Japan have agreed neither to participate in the European _ war unless both enter, M'hich is unlikely unless the Allies appear likely to be decisively defeated, whereupon they could jointly plunder Britain’s and France’s Far Eastern Empires, with the United States Navy the only restraining influence.
