A Willemstad (Curacao) message says the Governor lias issued a proclamation that Curacao is in a state of war against Germany. This is the first such declaration in the American Hemisphere since Canada’s. The crews’ attempts to burn and scuttle three German ships were frustrated. One German was killed resisting.
