LOWLANDS ACT.
ALERT FOR ESPIONAGE. LONDON, May 9 The Lowlands remain on the alert. The Dutch Coinniander-iti-Chief has banned outdoor meetings of more than 500 people without a permit in the provinces of Overyssel, Gelderland, North Brabant, Limburg, and Utrecht. The police have arrested the former chairman of the German Chambei of Commerce for the Netherlands on suspicion of espionage. His chauffeur was arrested a few days ago. The Belgian Senate will meet secretly on May 16. A group of Senators have demanded to hear what is being done regarding Germans living in Belgium. A decree bans three German language publications as “exercising an undesirable influence on the army and the civilian morale.” It is also announced that bargees and seamen of all nationalities entering Belgium after May 15 must have visas Amsterdam reports that all telephone and teleprinter communications have been cut off without explanation.
