NEW PROPAGANDA
NEW YORK, April 26. • The form which German propaganda is taking in Latin America, which Americans find unpleasantly provocative, is reported in a despatch to the New York Times from Rio de Janeiro. On behalf of Hitler, the German Ambassador to Brazil presented the Grand Cross of the German Eagle to the Brazilian Minister for War and the Chief of the Brazilian Army Staff, and the Cross of Military ’Merit (First Class) to three colonels. Emphasising that these were the li’"hest honours conferred by Germany on foreigners, the Ambassador said that they were, rarely given, and . then only for service of rare quality. They represented the recognition by Germans of the fact that the Brazilian Army stood in South America as a guarantor of peace and neutrality. The Chief of Stnff (General Goes) said in reply that he was conscious of the honour conferred upon him, but ho added: “We can affirm that, viewing the bloody' wav between Germany and the other belligerents, we of America have no controversies that- cannot he settled amicably.”: .The incident is considered to he an effort to coun-ter-balance British influence in the South American Republics, wliic-li predominantly are nro-Allied.
