AMERICAN PLANS.

PREPAREDNESS FOR AVAR. ■WASHINGTON, April 27. The- Assistant-Secretary tor War (Mr L. Jolmson) lias disclosed the elaborate nature of the preparedness ot the plans tor the United States Army’s “M-day” in the event of involvement in war. Disclaiming the intention to create the impression that war was imminent, lie revealed that cantonment sites were already selected, whereas in the World War this was not done till the declaration. He added that purchasing agencies had been co-ordinated to prevent a repetition of the situation in 1917, when six defence agencies bidded against each other. Instead of the dangerous concentration of munitions plants in the northeast, there were at present 10,000 plants scattered throughout the nation prepared for an emergency. The development of teamwork between the army and the railroads did not necessitate regimentation. “In a world in which reckless leaders stretch out greedy hands for conquest, we would bo criminally negligent if we did not defend our heritage,” he said.
