The Under-Secretary for Foreign Affairs (Mr R. A. Butler) in the House of Commons said the Government had invited the Soviet to submit concrete proposals tor a trade agreement having regard to war conditions and supplies of essential commodities to the enemy. He added that a date had not yet been fixed for the return of the British Ambassador to Moscow.
