NORWAY’S STAND.
PROCLAMATION BY ICING. LONDON, April 25. A message from Stockholm says that King HaaKon of Norway has issued a proclamation stating that the Norwegian Government and the King will not accept any other issue from the present situation than a complete German withdrawal from Norway. The Daily Telegraph says that reliable information -reaching London shows that Germany planned for more than two years the annexation of Norway and the “disposal” of King Haakon when the day arrived. A Berlin report says that Herr Hosef Terboven, a former member of the Reichstag, has been appointed gauleiter (Nazi Party district leader) of Norway. His appointment is also described as Reich Commissar for Norway. It marks the beginning of unrestricted German sovereignty of the captured territory, where hitherto Norwegians have more or less carried on the civil administration.
