ADVISED BY ADMIRAL. Received Anvil 16, 10.40 n.m. WASHINGTON, April 10. Admiral Stark told the Senate Naval Affairs Committee that developments of the European war make it advisable to increase the lighting strength of the United States Navy by 25 per cent.
