SETTLEMENT NEAK. TOKTO, 'April 15. The Foreign Office spokesman has confirmed reports that a solution of the Tientsin silver controversy is near as a result of conversations between the Foreign Minister (Mr Arita) and the British Ambassador (Sir Robert Craigic). Only London’s approval is now necessary for the North China Government to obtain 5,000.000 dollars’ worth of silver deposited in foreign hanks
