RUSSIANS MASSING.
NEAR RUMANIAN BORDER. Received April 12, 9.58 a.m. BUCHAREST, April 11. A message from the RussianRumanian border states that a, large number of Soviet troops and reinforcehave arrived in the Odessa region from the north. The Government has issued a decree that all national defence factories must store supplies for use in the event of general mobilisation. Rumania lias banned the export of sunflower seeds of which Germany had bought almost the entire crop.
