FRENCH LABOUR CHARTER.
VOTING DURING STRIKES. Received January 31, 8.5 a.m. PARIS, Jan. 30. A labour charter, the text of which has been presented to the Chamber of Deputies, provides for a free, secret and compulsory vote regarding strikes, workers being liable to be fined one to fire francs if they do not vote or do not produce a satisfactory excuse. The vote must be repeated every week during a strike.
