SUCCESSFUL TEST. (United Press Association—By Electric Telegraph.—Copyright.) (British Official Wireless.) Received January 29, 11 a.m. RUGBY, Jan. 28. Four hundred volunteers took part in the early hours of this morning in an air raid precautions test at Leicester, designed to test the mobility of transport during a “black-out.” This was the first “black-out” test in a large industrial area and it is stated to have satisfied the Home Office officials that it is possible in such conditions for essential vehicles to move in reasonable freedom without undue danger.
