A foreigner who recently toured the Soviet Far Eastern territory, lias informed the China Mail that the Japanese reports of Soviet activities underestimate the position. He declared that the Soviet Maritime Provinces were virtually on a war footing. A hundred submarines had been commisisoned at Vladivostock, the coastline was being fortified, and hundreds of war ’planes were being assembled. The spy mania was intense.
