JAPAN MIGHT WITHDRAW. TOKIO, Jan. 24. The Domei News Agency reports that the Government is not sending delegates to the International Labour Conference at Geneva. The Minister of Welfare (Mr Kido) informed the Diet that Japan might withdraw altogether from the Labour Office.
