HOROWHENUA COUNTY
COUNCIL BUSINESS. TRIBUTE TO LATE MR W. S. PARK. The monthly meeting of the Hor'owlienua County Council was held at Levin to-day, those present being Crs G. A. Monk (chairman), J. R. Whyte, L. H. Atkins, A. M. Colquhoun, D. K. Guy, and A. J. Gimblett. Apologies for absence were received from Crs F. J. Ryder, L. H. Best and C. P. Jensen. Reference was made by the chairman to the passing of Mr W. S. Park, the speaker saying that Levin in particular and the district in general had suffered a very great loss. The late gentleman had been legal adviser to two local bodies with which the speaker was connected. Cr Monk had regarded him as a very able man and a worthy citizen. Although he had not taken an active part in public affairs, any matter of public interest had always interested him. There had been nobody more willing to assist others; he was one who could ill be spared. The chairman moved that the sympathy of the council be expressed to Mrs Park and family and appreciation expressed of Mr Park’s service to the council. The motion was seconded by Cr Colquhoun, who added further tributes, and was carried in the usual manner. It was reported that Cr Jensen was indisposed, and a letter of sympathy is to be forwarded him, wishing him a speedy recovery. Cr Gimblett was asked to convey the council’s sympathy and good wishes to Mrs Gimblett, who has been ill. CORRESPONDENCE. The Public Works Department advised that the specifications for the super-elevation on curves on main highways had been changed to give a greater amount of “banking,” the letter also giving particulars of the changes.—Received and referred to the engineer. In a circular letter the Transport Department gave particulars of changes in the regulations governing loads and speeds on roads of certain classes, allowing increases in both.— Received.
Certain information as to the issuing of motor drivers’ licenses was requested in a letter from the Commissioner of Transport, involving the number of old licenses and new licenses issued each month, also the sex of the recipients.—The information is to be supplied. The Department of Labour forwarded an intimation that a special meeting had to be held in January to decide on what day of the week the half-holiday would be observed.: — R eceived.
The Treasury forwarded a copy of the Order-in-Council consenting to the council raising £2OOO as a main highways loan, the term of the loan being five years and the rate of interest per cent.—The clerk (Mr F. H. Hudson) explained that it wgs the council’s contribution toward the cost of improving the No. 60 (Levin-Palmer-ston North, via Shannon) main highway, and the letter was received.
The Levin Borough Council advised that the Horowhenua Power Board had requested extra office accommodation, the letter outlining proposals for the accommodation, the letter outlining proposals for the accommodation of'a section of the council’s office staff in another room of the same building.— The letter was received and the subject is to be discussed with the Borough Council.
Messrs G. F. Kilsby and F. C. Kierr.an enquired if the council would investigate the possibility of their properties being connected with the Av-enue-Heatherlea water supply system, advise them of the estimated efficiency of the service and the estimated cost, also the means by which the connection might be carried out. —The engineer (Mr J. T. M. Brewster) is to report on the matter. The Otaki Borough Council wrote extending an invitation to the council to be represented at the official opening of the new over-bridge at Otaki. The letter also expressed regret that the council had decided not to have an official opening ceremony.—The letter was received, the chairman pointing out that the bridge was on a State highway*. Previously the Railway Department had asked for a contribution from the council toward the cpst of removing a cottage near the Waikanae level crossing, the council refusing to assist in that direction. A reply was received from the department advising that the cost would be borne by the Public Works Department and the Main Highways letter was received, satisfaction being expressed at the decision.
Appreciation was expressed, in a letter from the Waika.nae Beach Progressive and Ratepayers’ Association, of a number of improvements the council had recently carried out a,t the beach. The letter also enquired if it would be possible for -'-opie sand to be removed in order to give access to the beach from Tutere Street. —The letter was received. The sanitary inspector (Mr W. J. tiuinan) reported that in the OctoberDecember quarter two cases of scarlet fever and eight of pulmonary tuberculosis had been reported. All motor camps had been inspected. All the building jobs in the county had been inspected and the names of 23 persons who had commenced or finished build-, ing work without a permit had been handed to the engineer.—The advice was received and the engineer reported that the fees not paid in the ca6es referred to had been collected. Mr C. La.ing was appointed poundkeeper as from January 1. On the engineer’s recommendation it was decided to buy a portable water pump, costing £6O, for use m road construction. ' A special committee recommended that, subject to the approval of the Levin Borough Council, the AvenueHeatherlea water supply be extended by a llin. pipe along the Heatherlea West Road from the junction with the Heatherlea-Koputaroa Road to the south-eastern boundary of Section 20, at an estimated cost of £137 10s, the funds to be provided from the residue of the Avenue-lleatherlea water supply j oall- —The jeeommendation was adopted.
