PLANTERS NOT SATISFIED. PREFERENCE FOR CHINESE. APIA, Dec. 30. The allotment of the Chinese coolie labour remaining in the territory is causing a lot of heart burning and dissatisfaction, as the planters cannot get sufficient men to cope with the work. They contend that, as the Labour Government is so anxious' to provide opportunities for local labour, it should experiment with it on the Crown estates and leave the Chinese to the private plantations. By the time the New Zealand Reparation Estates have been allotted their quota there will bo very little left for the cocoa planters. The banana growers are also up in arms for they cannot obtain expert packers or labour for their areas.
