SANCTIONS "AGAINST JAPAN.
TRADES UNION ADVOCACY. LONDON, Jan. 17. According to the Brussels correspondent of the Daily Telegraph, the International Trades Union Congress resolved to advocate the application of sanctions against Japan by all Pacific Powers, withholding credit _to Japan and placing an embargo on imports and exports, also by seeking n closer understanding with the United States.
