Admiral Leahy, testifying before the House of Representatives Appropriations Committee to-day said that political conditions in Europe and the Far East were more threatening than at any time since 1918, and made it impossible to restrict defence without jeopardising the national security. The navy wished to begin the construction of a new air station at Alameda (California), on which .3,000,000 dollars will bo spent during the fiscal year, 1939, and ultimately the 13,500,000 dollars. Naval appropriations since 1933 will have been made on 119 vessels, costing 1,443,000,000 dollars, to build up the fleet to the strength permitted under the Washington and London Treaties.
