BOMBS FOR CANTON.
SHIPMENT FROM ITALY. LONDON, Jan. 4. The Italian liner Conteberde yesterday unloaded 1400 tons of aerial bombs consigned to Canton, says a message from Hong-Kong. The Hong-Kong Government has announced the remainder of the emergency legislation, under which it is empowered to enforce the widest censorship, food control and deportation of undesirables. At least 250,000 refugees are crowded in the colony, and are housed in prisons and hospitals, which are overflowing.
