Gorkin (Secretary of the Central Executive), moved an amendment to the Constitution giving the light to impose martial law when necessary from flic military viewpoint. Aj. Alolotov ‘(President of the Council of Defence), said: “Until now such a law has been unnecessary, but wo foresee complications which demand it. “Russia must build up a strong navy,” he added, “as several capitalist Powers are engaging in a naval race. Japan refuses to limit her navy, as does Italy. “We must also remember tlrat Germany signed tlie limitation agreement, but we know what Germany’s signature means. We must also have a strong Red army.”
