EXCESSIVE REGULATION.

U.S. STOCKBROKER’S VIEW,

’ NEW YORK, Aug. 17. Serious charges that Government regulation impairs the “broad liquid market” for securities are contained in the annual report of Mr C. R. Gay, president of the New York Stock Exchange. Mr Gay grants that good has resulted from F'ederal supervision, but points out that the Securities Exchange Commission’s activities created abnormal market conditions by excessive regulation.

He warns the nublic that tlieir interest may suffer harm as a result, particularly in a time of stress.
