U.S. NEUTRALITY ACT.
INVOCATION WHEN NEEDED
WASHINGTON. Aug. 17
President Roosevelt has asked for a Congressional appropriation of 500,000 dollars for the evacuation of 3800 Americans from Shanghai. The Secretary of State (Mr Cordell Hull) issued a statement to-day intimating that President Roosevelt is ready, if necessary, to invoke the Neutrality Act within 24 hours, but does not consider the case is parallel to that of Ethiopia, where tlie United States'promptly declared that a state of war existed.
Mr Hull carefully indicated that he does not subscribe to the theory that American sovereignty follows American nationals or their property anywhere in the world, but also indicated that' the United States cannot allow certain nations to believe that American i ,a ~ tionals can be ill-treated and insulted with impunity. The New York Times Washington correspondent stresses the point that Mr Hull, consciously or unconsciously, showed sympathy with China s efforts to build up a stable Government.
