ALBERTA LEGISLATION.

DISALLOYVED BY OTTAYVA. Received August 18, 12.15 p.m. ' OTTAYVA, Aug. 17. The Government announces that the Alberta bank legislation has been disallowed. Previously the Premier (Mr W. Abhrliart), replying to the Prime Minister, had refused to agree to a test case in the Supreme Court, contending that the Act was wholly within the jurisdiction of Alberta. He claims that it interferes with the private rights of no sections of the community if they co-operate wii/t \he Social Credit Government. If the banks agree to licensing li© will b© willing to grant a fiat test case later. He was compelled by the mandate ot the people to proceed with the enforcement of his legislation. .

A constitutional struggle has been raging in Alberta over a Bill promoted by Mr Aberhart to control tho- banks. It provides for 500-dollar licenses for all financial institutions and five-dollnr licenses for all employees except the Bank ot Canada. A special credit board is proposed to control tho issue of the licenses, with power to refuse or cancel them. Trust loan and insurance companies are included in the provisions, and will receive licenses only after pledges have been given not to disturb the property rights of any citizen in Alberta.
