STATE HELP IN CONSTRUCTION. Received August 1", 1-55 p.m. WASHINGTON, Aug. 16. Mr Kennedy, chairman of the Maritime Commission, announced to Congress to-day plans for Government aid in the construction of 60 freighters, 25 passenger 6hips and 10 tankers at a cost of 256.440.000 dollars.
