INSURGENTS LACK MAN POWER

VALENCIA, Aug. 12

A Cabinet decree makes military service obligatory oil all persons aged from 18 to 20. The Daily Telegraph’s special correspondent states that both sides are paralysed for lack of the’ man-power necessary to garrison the 1150-mile front winding from the Pyrenees to the Mediterranean. The insurgents during the recent assaults have shown no weight in their punch and the indications are that the war will long continue. There is certainly no danger to Madrid under the strain.
