They will be asked to consider the Japanese allegations that the Chinese violated the Shanghai truce agreement of 1932 by bringing regular troops within the demilitarised zone extending 12 miles from Shanghai. ... Foreign volunteers have been mobilised to protect foreign interests, and the border is barricaded.
