“SEE-SAW” ABRANGEMENT REPORTED. TOKIO, July 27. The newspaper Chugai Shagyo Shimpo states that Australia has agreed to Japan’s proposal to' lump together the quota quantities for rayon and cottou textiles by a “see-saw” arrangement, whereby if the export of cotton goods falls below an agreed quantity, the export of rayon goods may bo increased to that extent, and vice versa.

In consequence, it states, the Japanese Consul-General (Mr Wnkamatsu) is proceeding to negotiate a treaty on that basis.
