JAPANESE INTENTIONS. REGULATION OP QUANTITY. WATCHING TRADE BALANCE. (United Press Association—By Electric Telegraph.—Copyright.) Received August 10, 9.20 a.m. TOKIO, Aug. 9. It is learned authoritatively that the Government’s policy is to treat wool as a necessity under the foreign exchange control regulation but not to admit it without limitation.
