FINANCIAL STRAITS.
POWERS IN ARREARS. Received August 7, 11.25 a.in. LONDON, Aug. 6. The scepticism regarding non-inter-vention was increased following the disclosure of financial difficulties at the chairman’s sub-oommittee meeting, when the secretary’s statement showed that many Governments were in arrears with their payments. 'The Associated Press understands the secretary pointed out that very little was left in the coffers. Only Britain was not in arrears. The British Treasury was determined not to provide more money until the others had paid up both their arrears and their current subscriptions, due oil August 8. This announcement was greeted with polite silence until Lord Plymouth pointed out that if the position was not clarified the chairman’s s.ub-com-mittee might be called next week to consider the finances, upon which the Ambassadors, who feared their chances of August holidays were vanishing, hastily announced that they would approach their Governments and no doubt the money would be forthcoming. The Associated Press understands that 80 per cent, of the cost is being borne by England, France, Italy. Germany and Russia, to which lLngland and Germany alone had subscribed by Juno 8, Britain being the sole contributor at July 8.
