SUGAR AGREEMENT.
COUNCIL SET UP. Received Julv 0, 11.15 a.m. LONDON, July 5. The first meeting of the Provisional Council appointed to operate the agreement beginning on September 1 elected as its chairman Colonel Balfour, chairman of the Beet Corporation for the first year.
The meeting discussed the machinery for implementing the agreement and formed committees to inquire into important questions. The council’s deliberations are expected to last several days.
