JAPANESE SERVICES.
ENORMOUS EXPENDITURE. The Japanese Government of Prince Konoye is expected to ask for £247,500,000 when it meets Parliament with its Budget for 1938. This sum includes £112,500.000 for the army and navy, these services taking the bulk of the increase in the total budget. The increased amount sought is £18,750.000 over the 1937 vote, and £37.500,000 above the 1936 vote. Extraordinary tax measures imposed in those budgets are to be made permanent. . The new Cabinet is already facing a split between its civil and military elements. The latter are demanding a special session of the Diet to pass urgent money hills. 3 hese provide f or ; —Creation of a central aviation department whose task would be the building up of an air force to equal the combined air forces of Russia and China. A Health Ministry devoted to improving the physical standard of army recruits. Enlargement of the heavy industries to the stage where they would be capable of wartime production. Organisation of labour for emergency conditions. Improved output from munition factories.
