RIVER BOARD.

MONTHLY MEETING. The monthly meeting of the Palmerston North River Hoard was held ■yesterday, the Mayor (Mr A. E. Mansion!; presiding. Also present were Messrs Jos. Batcheiar, J. Hodgens, M.P., G. Tremaine, W. R. Hopcroit, J. T. J. lieatley and C. Andeioon. The foreman (Air A. Lane) reported as follows:

The constructing of the major portion of the new groyne (No. 1) at Anderson’s bend is completed, leaving a portion of the second row of stay piles to be driven. ’This work will be completed when the new piles arrive. The cutting 'and cartage of the piles from Milson’s Tune have been postponed owing to the work at. Gqsling’s West being more urgent. The succession of small freshes of late have caused a subsidence of the lower portion of the willow bank at a point opposite 51r Gosling’s house on the west bank about eight chains above the top groyne. The affected section of the bank is about three chains in length and was likely to develop into a serious breach if allowed to continue unchecked. This breach is being checked by means of three brush groynes. The necessary trees arc being supplied bv Mr Gosiing. I estimate the cost at £4O, and I ask the board to confirm in.v action. This erosion lias developed through the accumulation of the shingle beach on the .opposite side and a nest of snags that were uncovered during the flood of last month. These logs will he blasted as soon as conditions are suitable. On several of the shingle beaches there is a considerable growth of lupins, some 2ft in height, and they have a tendency to build up. these foreshores during the flood season, causing the bed of the river to deepen, and to some extent is partially the cause of the erosions that have occurred in the oast. The pulling of this growth and the necessary willow planting for this year will require the services of two extra men, and I ask the board for nermbsion to engage these men. This will ennb'c the cutting and cartage of the piles and the completing of the groyne works at Anderson’s bend.

Tbe action of flit foreman in proceeding with work at Gosling’s at a oo"t of’ £4O was confirmed, and he was authorised to engage the two extra irn required for willow planting, etc. Mr Lane said tbe work would take from a mop+b to six weeks to complete. With reference to a recent fire at the rubbish tip. which caused damage to one of tbe board’s groynes, it was decided, after a short discussion, to direct the attention of the City Council to the fact that people were using the ti|i at irregular hours and damage was being done to the hoard’s property. The council is to be requested to go into the matter with a view to preventing a recurrence.
