MELBOURNE OUTRAGE.
NEED FOR TIGHTENING UP LAWS MELBOURNE, April 23. Another plug of gelignite' has been found on the roof of a .shop two doors from Duncan’s premises. The detectives are now certain that there was a fire before the explosion. The Chief of Police, Commissioner A. Nicholson, referring to the outrage, said Victoria was becoming known ns the criminal State of Australia. He added that unless the laws were tightened up something very serious would happen. —Press Association,
