TO THE RATEPAYERS OF THE BOROUGH OF PALMERSTON NORTH. I HAVE the honour to again offer myself as a Candidate for election as one of your representatives on the Borough Council. Having had a long and varied experience in the administration of the Borough, I feel confident I can render efficient service to the ratepayers. If elected I will give every consideration to the needs of every section of the community, while studying the general progress of the town as a whole. I will endeavour, by the elimination of slackness and inefficiency in the various departments controlled by the Council, to raise them to a standard of efficiency that will ensure the highest quality of service to the community. lam not in favour of any further borrowing proposals other than those necessitated Ly the needs of an improved water supply and the extension of the drainage system. No loans or expenditure of money except so far as is necessary to provide all ratepayers with electricity, gas, water, sewage and good roads. 3. The development of the reserves, where the money expended will be leproductive and not a charge on the ratepayers. 4. The independence of the Borough employees in their several departments, subject only to the control of the heads of the departments. o.
