Ladies and Gentlemen: I am contesting’ the election for Borough Councillors simply because 1 believe the rates can bo reduced, and at the time make the town more prosperous. For a town the size of Palmerston North the rute3 and overhead expenses aro far too high, which tend* to keep the town back To reduce the rates we must give careful attention to the finance of the borough, cut out all unprofitable undertakings, lease the land held by the borough for building purposes, etc. If the electric light plant is going to be a burden to the ratepayers, then I am in favour of getting rid of it. 1 am not in favour of borrowing money for unnecessary work, where it will benefitonly one or two residents. Re-tarring and sanding of new streets. This should be done by the council. After the street has settled down and all the land taken up, the expense should bo borne by the residents of the street and council. I am in favour of allowing owners of land to form blind streets to open up land that would otherwise l>e of no use to its owner, or the council. 1 am not in favour of the railway being shifted, as there will be nothing gained by it, also extending the boundary of the town. 1 believe that the different departments—electric light, gas, 'buses, and cemetery charges can be reduced and still bo a profit to the borough. I am also in favour of building permits being reduced as I think £lO is far too much to ask a working man to pay, before he can build a four-roomed dwelling. I am in favour of the whole of the borough by-laws being revised.
