The Natal Government has declined the offer of Abe Batley, the land millionaire, to raise 500 Mounted Rifles in the Transvaal. Received May 24, at 9.19 a.m. PIETERMARITZBURG, May 23. The Meholka Zulus and other rebels are concentrated at Slazabazi Hill, twelve miles from Isandhlwana, whence they are raiding the loyalists' in Sibindi Valley. '
