Ultimatum to the Czar. The Representatives' Demand For Seformg. (By Electric Telegraph—Copyright). (Per Press Association.) ST. PETERSBURG, May 16 The Duma's Address-in-Reply to th e Speech from . the Throne, though respectfully worded, is practically an ultimatum to the Czar. It contrasts the promises made by the Czar in his manifesto on October 30th with the subsequent repression. The .Duma insists on universal suffrage and responsibility of Ministers to the representatives of the nation as the only means of impressing the demands of the country on the monarch.
It is proposed by the Duma to devote to the acute needs of peasants lands belonging to the State and the Crown, and the appanages of monasteries. The expropriation of private lands is also proposed. . The address states that,the Duma awaits a full amnesty for political, religious, and agrarian offenders as a pledge of the Czar's and the people's mutual agreement.
The Council, of the Empire is overwhelming against a full amnesty.
Hope of a peaceful solution of the situation is dimmed.
