Borough Council
The fortnightly meeting of the Borough Council .was held last night. There were present—His Worship iho Mayor, Crs Dunk, Holben, Mathesori, Armstrong; Sinclair, Clausen, Stubbs, arid Loughnan. CORRESPONDENCE. Correspondence was received and dealt with as under:— From Pohangina County Council, asking for progress payment on account of Pohangina bridge.—Decided not io pay oyer any money until bridge is completed. Prom District Engineer N.Z. Railways, re lighting Pitt-street subway, asking on what terms the Council would undertake the work.—The -engineer was instructed to ascertain the cost. From H. C. Mellsop, asking for use of road-scraper or that request could not be granted. From Y.M.C.A., applying for refund of amount paid for Opera House. Referred to Opera House Committee for report. From Messrs Gascoigne and Oakley, asking when water mains will be laid in Roy-street.—The Council decided that it could not commit itself to any particular date. / From Manawatu Cricket Association, applying for refund of percentage of takings at gates on ocoasion of match against the Melbourne C.C.—Referred to Reserves Committee. From Campbell-street School Committee, asking if overflow from proposed baths could be put into water channel in Lombard street. — The request was granted. From District Engineer N.Z. Railways, re painting poles and lighting Terrace End station. —Matter left in the hands of the Mayor. From Chief Engineer, Department of Roads, forwarding copy of warrant re construction of bridge at Ashhurst.— Received. REPORTS. The annual report of Inspector Perry contained the following information :— During the year he had been notified of 24 cases of infectious diseases ; the number of building permits issued was 448, the total value being £110,965; and the number of visits of inspection paid was G4l. In reference to drainage he reported that a considerable number of house connections had been made to old existing sewers in certain streets, and that a number of owners were all ready to connect with the main sewer when possible. He men-, tioned that the whole of the private house connections are thoroughly tested before being filled in, and all defects made good. In all 73 drivers' licenses were granted during the year. He paid 350 visits to butchers' premises, fish shops and restaurants, etc. He mentioned that since the Borough had taken over the collection of rubbish there had been scarcely any complaints except in a very few cases. Generally speaking he had found the residents very willing to assist him in his work. —The report was adopted.
The Finance Committee recommended that the engineer be relieved from passing the accounts for supplies for payment, and that this be done by the office staff.—The report was adopted. The Metal Committee's report recommended that the engineer be authorised to take the necessary steps to use the metal on the river foreshore leased from the Athletic Park Co., and employ a teller to take account of deliveries of metal, and that the sum of £10 be paid to the Athletic Park Co. for the extinction of Mr J. Jones' rights as agreed.— The report was adopted. The following recommendations were embodied in the report of the Public Works Committee : —That the tender of the U.F.C.A. be accepted for supplies of ironmongery ; that the engineer be instructed to take levels and make a further report on the water tables in Roy-street; that the application of Mrs Mellish and Mr Grove for new footpath in Cook street be not entertained at present; that a similar application from Messrs Crallachan and Ihle, Featherston street be treated in the same way ; that Mr Pickin's request for spoil from Featherston-strcet be granted, subject to its being taken from spots selected by the Engineer ; that the Engineer report on the road leading to Mr Mellsop's land from the rifle range and Fitzherbert street'; that a culvert be placed in East street, to deal with surface water complained of by Mr Jones, at a cost not to exceed £5. Referring to the tender of Messrs Duthie and Co. for pipes, it was reported that in respect to the alleged technical breach of contract in the supply of water pipe 3 the committee was of opinion that the pipes quoted had been received, and whilst considering that it would have been desirable that the large pipes from the intake should be coated in conformity with the Engineer's requirements it is not satisfied that this is practically possible and that any attempt to reeoat the pipes would be attended with such expense and delay as to render it inadvisable, and that the firm be written to advising that the Council is prepared to receive all sound pipes as delivered. In connection with Mr Louglmau's application for a new street off Toiy-street, the committee recommended that subject to jMessrs Loughnan, Jull and Limbrick giving a suitable undertaking that within two years from date a cross street shall be made to join the north-eastern ends of the three streets already existing through sections 382, 383, 381 and 385 ; that the engineer be instructed to inspect the said three streets, and subject to their construction in accordance with the conditions laid down to issue a certificate accordingly. — Report adopted.
