Mr Carruthers hopes to alter the status of the State Governorship to that obtaining in Canada. Civil Service salaries will not be touched, but by regrading and promotions £150,000 per annum will be saved for three years. The Agency-General will be abolished. The Local Government Bill will be the chie£_ work of next session. Loan expenditure on public works could, without injury to the community, be reduced to a million annually. During the present year £2.400,000 will be required to be borrowed to meet loans falling due.
