Borough Council.
The ordinary monthly meeting of the -Borough Council was held last night. There were present—The Mayor and Crs Armstrong,.Jack,Browning, Tolley, Essex, Goodger, France, and Haydon. An apology was received from Cr Holben. COBBESPONDENCE. From the Lands and Survey- Department; stating it had been definitely decided that twelve perches of section 640, Palmerston North, fronting Churchstreet, now vested in the Railway Department, will be vested in the Borough Council on the rising of Parliament. From C. M. J Rush, applying for an extension of the water supply to his place—Eeferred to the Public Works Committee with power to act. From A. Guy, protesting, against his property being included in the sanitary area and applying for a refund of rate I paid. —No action taken.
■ From Secretary of the Fire Brigade, asking for a proportion of the fines received in connection with chimney fires in town.—Referred to Fire Brigade Committee to report upon. From the Lands Department, stating that an application by the Manawatu athletic Park Company to bring a shingle bank in the Manawatu River under the Land Transfer Act had been received and the accompanying plan rejected because the land had not been bought under the Land Transfer Act. From the N.Z. Railways, asking if lamps were provided at each end of the sub-way, Main-street, would the Council take tnem over, and pay for tlio gas burned. The Department considered a lamp in the centre of the sub-way was not required.—Referred to the Borough Soli 01-or.
From J. Prentice, applying for refund of money paid by him as a deposit on water supply.—Passed for Wment
From three ratepayers in Willisstreet, objecting to . paying ,co3t of the footpath in the street, constructed at the request of two ratepayers, and describing the work as useless and disgraceful. .Legal action was threatened unless a proper footpath was formed or the money already paid was refunded. —Referred to the Public Works Committee to report on.
From J. P. Innes, on behalf of F. Silson, requiring damage done on the latter's leasehold property to be made seed at once, and pointing out permission to enter the property had not been a.ked. Attached to the letter was one previously received from Mr Silson pointing out the damage that was being done by work iv connection with the sewer, and requiring an indemnity that damage would be made good or else the work must cease.—Referred to the Borough solicitor.
From several Hokowhitu residents applying for lamps in Ihaka and Te Awe Awe streets.
Cr Goodger proposed, and Cr Essex seconded. That a lamp be placed at the corner of Scandia and Te Awe Awe streets, one half way between Ferguson and Te Awe Awe streets, one at the corner of Ihaka and Scandia streets and one between College and Te Awe Awe street in Alexandra street.
An amendment-was moved by Cr Haydon, and seconded by Cr Armstrong, That the request for new lamps by resident* of tbe Hokowhitu be ref _rred to the Public Works Committee to be considered with other lamps left out. The amendment was lost, only Crs Haydon, Armstrong and Tolley votiog for it on a division.
Cr Tolley moved, as a further amendment, that the balance of lamps now on the list, which were omitted for want of funds, be now erected. Seconded by.Cr Haydon.
The amendment was again lost and the original motion carried.
REPORT.
The report of the Reserves Committee that a request by the Athletic Park Company for permission* to cut widows io plant the river bank, fronting thei* property, be granted was adopted, subject to the willows being cut where the engineer directs and that Mr Peter Gray cut them.
MISCELLANEOUS, Prior to the Mayor arriving from the sale of work at the Lyceum Theatre, which he formally opened, Cr Armstrong presided at the Council meeting. Cm Cr Essex's motion, Cr Tolley was was appointed to the Fire Brigade Committee.
The engineer was instructed to furnish the Borough Solicitor with details relative to the fenoing of a portion of the river foreshore by the athletic Park Company, allegedly, with the result tha. the operations ol the engineer's department and of outside carters were interfered with when metal was required. Cr Essex introduced'the matter and said it required attention. The engineer was also instructed to supply the solicitor with details in connection with the light ing o£ the subway, councillors expressing the opinion that the request of the Department was not in accordance with the order of the' Court m connectiou with the construction of the subway. The tender of1 Tingey and Co. for painting the band rotunda at £9 was accented.
The standing orders were suspended and applications for the position of gardener in the Square were considered. Several applications were received, and C. J. Jus. was appointed. Tha Council then adjourned.
