(Eeceived September 28, at 7.46 a.m.) ■; . . ■ LONDON, Sept. 27. It is reported at Shanghai that 50,000 dark skinned.Don Eussian troops have reinforced General Kuropatkin. Private advices show that during Admiral sortie from Port Arthur last month the Japanese took great pains not to hit the hospital ship Mongolia and signalled her to steer where she would avoid torpedoes. Military desertions are so frequent that the Eussian police are hardly able to cope with them.
