Coaling a Russian Fleet.

(Received September 27, at 8.57 a.m.) LONDON, Sept. 26. The Collins Company, of Dartmouth, had a coal contract for Russia. The Marquis of Lansdowne, Minister for Foreign Affairs, in reply to Mr Collins' enquiries, informs him that it was inexpedient to coal the Russian fleet, that being an infringement of the Foreign Enlistment Act of 1870.

Admiral Roshdestvensky then secured all he wanted for the-Baltic fleet, delivery being taken outside Port Kiel (the chief town of the Prussian province Sleswick—Holstein) from Ilietrichsen, a coal merchant, who is Consul at Kiel.
