LONDON", September IS. . The Cologne Gazette considers it foolhardy''on the part of the .Germans to enter into an understanding with Russia at this stage of the conflict. The Czar thanked General Kuropatkin and his splendid troops for. the heroic work of retreat in the face of grave difficulties. -The 'message was read to the troops at Chcfoo.
Mtikden telegrams state that the Japanese • are advancing east, south-, east and south-west, and that' constant skirmishes are occurring with General Mistchenks, who is retiring before the Japanese. Twenty-six of his wounded have arrived at Mukden.
Lord Balfour of Burleigh learns that after the occupation of Mukden and Saghalien, the Japanese are prepared to accept peace on the basis of an indemnity of one hundred million sterling, the transfer of the Russian ships in Chinese waters to Japan, and the formation of an intercolonial syndicate to work the Mariehurian railway on : commercial lines.
A Ecuter's message states that the St. Petersburg and Smolensk quitted Daressalaam yesterday.
A St. Petersburg telegram states that Russia will differentiate between absolute and conditional contraband, and has informed the Embassies -that provisions and other articles mentioned in the Bri-tish-United States Note will be seizable if destined to the enemy, Government, or army and navy, but will not be contraband if consigned to private parties. Fresh instructions have been sent to Yladivostock, owing to a misinterpretation of article 10, section 6, of the Russian regulations.
